I believe part of the problem when an arranger decides to to blend 2 genres is how much quantity there will be of each one of them on the song. In my opinion this arrange perhaps passes the boundary of metal and can be considered more of a techno arrange, but at the same time I can't recognize it as a total electronic song, since the lead is on an electric guitar at least.
Take for instance xi-on. I consider their techno metal arranges more metal than techno. Actually the only thing electronic on those songs are the beat line, if it isn't the bass line too.

Beign said this opinion, FENNEL SEED manages to do a good song that will satisfy anyone asking for more electronic sounds with he usual rock elements. This circle hasn't been as active as others. You remember that progressive metal arrange of Satori's theme? Haven't heard any more of that kind. They released another album, but featuring vocals tho. Not something I can consider good vocals, but some of you perhaps might enjoy it.
However FENNEL SEED was featued on this "Extreme Grill Fest" album, witch I think was intended to be a full vocal metal album. Adany from the mentioned circle did some instrumental job, along with Discord Registrers that is nice to see they are still around the mainstream in an album or two. Be careful with this album, as it is a really trash/death metal vocal album, so you will have to taste a little bit of it and see if it's on your cup of tea or not.

It's nice to see extra stages themes aren't getting overlooked by musicians. Last Remote is perhaps the most famous and the one that has been featured multiple times by multiple arrangers, and I'm pretty sure the last upload demonstrated everyone that Ruse Rain is indeed one song that doesn't deserve to be overlooked. "Tomorrow will be Special; Yesterday was not" is one of the most overlooked. The simplicity of the "Japanese" style behind this song is something that perhaps has an influence on that, but still it's a nice song that has all the charm every other touhou song has.
