It's still Rei though. Rei rearranged Sanae's theme in a more recent album, and I think he did a MUCH better job this time. This arrange is so full of emotion and drama; I bet if you close your eyes, you can practically imagine a scenario where Reimu fights to get to Sanae, but in the end loses the battle and Sanae is victorious.
